The Jerry F. Deviney Scholarship was established in 2023 to recognize worthy recipients for their efforts in student activities and leadership. Successful candidates will have demonstrated efforts to inspire, motivate, and encourage their peers to help create a more productive and dynamic school environment. The current amount awarded for this scholarship is $2000.
The history of all Student Activities in Virginia Beach City Public Schools is permeated with the vision, innovation, and hard work of Mr. Jerry F. Deviney. Mr. Deviney began his educational career at Malibu Elementary School before moving to Frank W. Cox High School in 1964. At Cox High School, he served as the SCA Adviser and in an array of other positions throughout his time there, including teacher, Yearbook Sponsor, JV Basketball Coach, JV Football Coach, and club adviser.
He created the Leadership Workshop that was the predecessor to the Virginia Beach Leadership Workshop and directed that program from 1967 until 1973. In 1974, he conducted a pilot program for the Virginia Beach Leadership Workshop and directed that workshop and the VBCPS Summer Conferences until 1979.
Mr. Deviney became the first Coordinator of Student Activities for Virginia Beach City Public Schools in 1975. He worked to bring the school system activities program into compliance with Title IX to bring equity in athletics to all students, helped to create the Beach District Principal’s Association, and organized and implemented the Central Athletic Fund for interscholastic equipment and uniforms. He also designed the position of Student Activities Coordinator for secondary schools.
In 1979, Mr. Deviney became the principal of Bayside High School. While there, he created the Marlin Medallion, a program that exists in some form today at every Virginia Beach public high school. He served at Bayside there until 1984, when he went to work in central school administration. Mr. Deviney became the principal of Green Run High School in 1990 and also served on the Virginia High School League (VHSL) Executive Committee. In 1993, he became the planning principal of Ocean Lakes High School, which opened its doors a year later. He directed the inaugural VHSL Student Leaders Conference in 1997 and was instrumental in the planning and execution of the 2002 NASC National Student Leaders Conference.In 2005, Mr. Deviney was named the Assistant Superintendent of High School Education and continued in that role until his retirement in 2007. But, even in his retirement, Mr. Deviney has assisted the school system on a number of different projects. Mr. Deviney has had a profoundly positive influence on every aspect of student activities and student leadership in Virginia Beach City Public Schools.
